The Procurement & Traffic Manager is responsible to manage the company's supply of products and services. The responsibilities include strategizing to find cost-effective deals and suppliers. The Procurement Manager's duty is to discover the best ways to cut procurement expenses without compromising quality and safety. Is the principal
interface externally with Vendors and Subcontractors and internally with Project Managers and Project Engineering Managers to define specific procurement objectives, including budget, deliveries and other commercial terms. She/he is reports to the GM.
Duties and Responsibilities:
1. Responsible for a team of Buyers and Logistic Coordinators, both in terms of their
performances and their personal development;
2. Responsible for the Procurement activities of all affiliates.
3. Collects, reviews the incoming Purchase Requisitions and distributes them to the Buyers
taking into account their work-load and their area of competences.
4. Develops and updates Company Material Plan taking into account Company strategic
objectives;
5. Coordinates with the Project Directors and Project Managers to develop Project specific
Procurement Plans in compliance with specific project requirements and with the procurement
priorities taking into account material lead times and budget constraints;
6. Performs risk management for supply contracts and agreements;
7. Leads negotiations with Vendors and Subcontractors to match pricing and commercial terms
objectives.
8. Assesses the congruity of the commercial offers received from the market and make
comparison with available benchmarks;
9. Attends project meetings with Client representatives;
10. Reviews, updates and improves Company procedures for a continuous improvement in terms
of efficiency and outcomes;
11. Develops long-standing business relationships with strategic Vendors and/or Subcontractors
12. Controls spend and builds a culture of long-term saving on procurement costs
13. Approves the Purchase Orders in accordance with Company Delegation of Authority (DoA);
14. Ensures concurrence/approval from Program Management, Quality Assurance, Finance etc. on
any deviation before issuing a formal Purchase Order change. This concurrence/approval must
come under the form of a Purchase Requisition Change.
15. Ensures proper distribution of Purchase Orders, Purchase Order Changes, correspondence
with vendors as required
16. Monitors, in conjunction with the Project Management Office, the status of delivery of
materials from vendors as indicated in the Purchase Order and carries out all necessary actions
to prevent any possible or actual delay in delivery.
17. Receives material discrepancy reports and ensures that adequate and immediate actions are
taken towards vendors to ensure that the material is promptly corrected or replaced.
18. Coordinates with Quality Assurance actions, procedures, questionnaire, etc. for the
qualification of vendors.
19. Responsible for all traffic operations, spanning from the collection of the goods provided by
International Vendors and/or Subcontractors to dispatching the contract deliverables to the
Clients in compliance with the agreed Incoterms delivery
20. Prepares and revises contract budget regarding transportation activities and submits same to
the Project Managers for inclusion in the Project Operational Plan and budget.
21. Collects all shipping requests issued by PMO and provides related costs and shipping estimates.
22. Organizes and controls the Logistic Coordinators activities for the best benefit of the company.
23. Collects quotations from Shipping Agents and ensures that services are rendered at the best
price.
24. Ensures the timely issue and approval of all documents required for shipment (Invoice, packing
list, Declarations for Customs, Export Licence, ect).
25. Responsible for applying and timely obtaining the required export/import licenses for all
ITAR/Armaments and/or Dual Use/EAR supplies
26. Prepares and signs (with Power of Attorney) all shipping invoices.
27. Maintains record and visibility of completed shipments.
28. Prepares reports on the procurement and traffic status regarding the key issues at various
phases, if necessary;
